Spotted lifted blue xterra in avon Indiana

I was driving through town and noticed a lifted blue xterra with a tire mounted to the top of the rack! I'm posting because I have never seen another xterra around my neck of the woods that has been modded. If anyone knows who this is or of anyone who live in central indiana let me know as I have some question and need some help!
