In Texas, they do poll the OBD, but I don't know if that is only for emissions or if they can poll the other modules. Pin 10 on the back of the gauge pod (blue white). 16 on the ABS module for a 4wd

In the few TN counties that do emission testing they'll fail a vehicle for anything at all. One of the police cars in Hamilton County had a code that didn't even turn on the light, something about an intermittent ground problem with the dash lights or something crazy in no way related to emissions. It failed and cost around $1500.00 to pretty much have the whole instrument cluster and wiring harness replaced. It seems to be more about raising money than it is about cleaning up the air here.

I had my X's annual check not to long ago and the ABS light came on while they were testing - It's an intermittent ABS issue. In Texas an ABS Light will not fail your annual inspection so it seems. I eventually changed the ABS controller ($125 - Junkyard find) and the light goes away for the most part but randomly comes on still - I must have a bad wheel sensor or connection some where.

I get an intermittent to, and even Cary a harness to easily pull the codes. Every time I've checked it its been for a bad ground, like you. It's only every 4 months or so and clears within a few drive cycles, so I say screw it.

Not up here they don't....they check absolutely nothing here....
