If it works... $150 is a pretty sweet deal. As long as you stay under 1/8" thick steel, you will have a lot of fun with that thing.

I learned on a 220 Tig... However I use a Lincoln Electric 140 HD the one from Home Depot and I can run gas if I need it. It works great for small projects and uses a 120v outlet so it's no issue . Just my recomendation...

Definitely second this. We use that exact welder for Baja when we travel. Its extremely convenient and easy to use.

I love my Lincoln 180hd with gas hookup, but ive had to create 230 adapters for the different plugs. (all rated correctly) it will do up to 1/2 with gas.

If your starting out and don't have the 230v's grab a used 110 off CL on the cheap and have at it.

This maybe unrelated but...

Since with round DOM tubing you can use a thinner walled piece than standard square tubing, what would be the equivelant for in DOM to 2"x2"x1/4"?

Depends on how your loads are applied. Are you looking for similar strength when used as a column or beam? Or are you mostly concerned with the tube's resistance to being crushed? All three scenarios are slightly different.
