No, you don't NEED another wire. One side of the ring is hot the other side is ground. The ground side needs to contact a good metal ground on the truck. Since the bumper is powder coated, there is no good ground on it.

You have two options. A ground wire from the ground side of the ring to a good ground on the truck or remove a bolt from the bumper, grind off the powder coating. Put the bolt back in. And do the same where the ring attaches to the bumper.

I'm pickin up what you're putting down now.
