One reason to mount the spindle on the face rather than on top, is that if rear ended/you back into something, etc...the carrier is leveraged back into the hatch more easily if attached to the top, but if attached on the face, its swing arm is better braced against that.
Its also easier to see out past a large tire if the tire is lower, and, your COG is better if more metal stuff is lower, and so forth.

Plus if you hinge at the top on our trucks, you won't be able to open the tailgate.

Good points! It looks like it hangs below the light/on top if the "wing". It seems to be an okay area for placement.
