Avatar and Signature?

Maybe I missed a sticky or an instruction but at what point in my tenure do I get to create an avatar and sig? I can't find the options in the usercp so I'm assuming they don't become available until a certain post count. Correct?

You should see in in your cp..

If you click on settings on the upper right corner. Then look on the left side you can change a bunch of setting that you are looking for.

Not sure what the limitations are as far as size, shape, or size (bytes) but I just tried over and over until one stuck. I know it's not very large if you are using gifs.
