VA safety inspection. Basically a shake down between the auto garages and the state. If you comply, you have to pay a fee to the garage and then get any petty thing they identify fixed. If you don't comply you'll eventually get a ticket and pay a fine for not having a current sticker.
VA loves it's tickets and fines. Its a major source of revenue, especially for the rural counties. I got nailed about a year ago for making a left turn during times when you aren't supposed to. $100+ and points on my license.

That's exactly how to handle it.
In this area they like to call out old windshield wiper blades. It's a scam any way you cut it. The way I deal with it is to go to an honest garage and make sure I do some other minor maintenance item while I'm at it. Like an oil change.

So. Went to Discount Tire today to get the tires rotated and balanced. 45 minutes later I go to leave, and guess what!
My clutch is ufcked. Absolutely ufcked. When it starts to engage the whole driveline shakes like it's going to fall apart.
