the ABS light has nothing to do with the pads.You more likely than not have either a short in the ABS line or you have a sensor flaking out.
You can pull the sensors out of the hubs and take a look to see if they look ok. Water can get past the O-ring and corrode the sensor. of there could be chafing on the wires that are tripping them.
What the ABS system looks for is a steady supply of impulses from the sensors, the light gets tripped when that stream is interuped from one or more of the wheels. The computer turns off the light when it seen that stream of impulses as it is supposed to.
So you have to fix what is broken to turn off the light.
