okay i think i figured it out. Looks to be cut and then they created a hole to probably drill into the frame since they cut the ends off to do whatever they did. Once i get it on, i'll be able to figure out if thats the case, either way i have an idea on how i can bolt it in to the tow hook area.

Just got a used arb front bumper to throw onto my 2001 se i just got. Anyways, looks as though they cut the rear mounting points to accommodate a body lift. Is it still good to go mounting to the lower horn holes using the stock bolts?
