My buddy's AC has been out for a week and their landlord isn't being much help. She's not fixing it. She's Sent Someone over but it seems like she's trying to do it as cheap as possible

Well as long as an attempt is being made and it is currently in the process of being "fixed", hands are tied. Unless it poses an immediate danger or an immediate necessity, your kinda stuck since it is indeed in process of being fixed.

Personally, as I'm a PA boy and when in TX ac is a necessity, I say yes. I can't say accurately for TX laws though. Be best to ask someone in that state.

I just really wanted to know if they could call their own AC guy and deduct it from their rent since the landlord isn't being responsible

That's where the wording of the rental agreement comes into play. Most agreements have a clause or a bullet point in regards to repairs and how they should/need to be addressed. Sorry I'm not being more help.

IANAL, but I would've called the owner after a couple (read: 2) days and arranged something. He's on the verge of silently saying he's ok with this level of service.

Where's Sean when we need him?

Tim, my bad man. So have her check her lease, it actually should call out when they need to come and fix it. Like a certain amount of days or something

He's called the owner every day but she wants to have this person do the work.
