Fuel pressure regulator?

My 2002 Xterra has been starting and running great but throwing a fuel sender malfunction code so I replaced the sender unit and figured since I was in the tank I might as well throw in a new pump (174,000 miles on original one). Now every time I crank it over to start the engine it cranks at least ten seconds before attempting to fire. It is acting like the fuel is draining out of the line, it doesn't help to cycle the key twice before starting but if I pump the gas pedal a few times with the key ahead it fires right up ( I was told that shouldn't help ). I wonder if the fuel pressure regulator went bad ? Is there a check valve somewhere in the fuel system ? And most importantly, where is the regulator? Thanks for any help
