04 won't start

Took the battery out. Tested it. It's still good.

Put it back in. Replaced the connectors.
Still no good

Everything comes on but when I go to crank it, it clicks once and does nothing.

Like literally hit it with something, sometimes it gets extremely dusty or the connections become disconnected so by hitting it you are knocking the dust loose. By you saying it clicks only once or twice means you have power but you aren't turning the starter.

I can't get the starter off.
I got the wires off but I can't get to the top bolt and the bottom one is ridiculously tight.

Any suggestions.

Soak them in a pb blaster, or some other loosening agent, then if space is provided use a breaker/cheat bar.

Of that doesn't work, continue to soak in PB blaster.

Yeah as granitex said get creative with 3/8" extensions. Its been a super long time since I removed those bolts but I know I used some super long extensions to get the ratchet in the clear.
