The list of items below are my recommendations for what every person going into the wild should have. I will separate the list into basics and winch for your convenience.

Basics:

Hi-lift Jack
Hi-lift Baseplate
Tow straps (2 inch width or wider, 20' or longer)
Snatch Strap or Rope
Tree saver
D-rings/Shackles
Shovel
Snow tire chains (if tires don't cut it)
Fire Extinguisher
Air Source - yes this should be a basic. An onboard compressor or Powertank is awesome if you blow a bead on the trail.

Winch Items:

Tree Saver
Snatch block
Winch Extension Strap
PullPal (ground anchor)
Pickle fork
Shackles/DRings
Damper (Mandatory if you have wire)

Other:

Axe
Hand Saw
Chainsaw and bar oil, 2 cycle engine oil, spare chain
Hi-Lift Bumper and Tube accessories
Bottlejack

I've always gone with the mindset of buy it once, buy it for life so I think that recovery gear is not something you should get on the cheap. Spend your money on the basics now and they should last you a long time and through many recoveries. I highly recommend ARB or Masterpull items so long as you can swing the cash.

Feel free to add items in the comments but I find this should be sufficient.
