injector seal question

I have a vacuum leak I can't find on a 2000 terra. I pulled the upper intake and noticed the rubber between the injector and intake is loose. I can move it a bit up and down with a screwdriver. Can that cause a vacuum leak?

Yep. Have you sprayed carb cleaner around that area and listened to see if the sound of the engine changes? That is an easy way to see if that's leaking or not.
