Front bils with no bottom bushings?

Looking over my stuff to install this weekend, I notice where the bushings with the sleeve would normally go, there is this. Just a metal bushing. Seems there would be NO flex and would make noise over time. Has anybody seen this before on front bils? These came off a Frontier so I don't know if that has anything to do with it. Maybe it was a year make thing where they changed it afterwards.

What are your guys' thoughts?

Update...

The metal bushing that was there it came off of a fabtech lift. The stock rubber bushing that come with the shocks are basically not replaceable according to the dealer and and other part shop. They both said the lower shock bushing is not sold as a separate item. Not to mention the metal bushing on the shocks I bought were too wide for the bottom mount and the hole was too small for the stock bolt. Had to bite the bullet and head to the dealer and spend $300 on a Saturday for two new front shocks. Borrowed a spring compressor from Oreilly's and got er done! Here's some pics.
