Engine stutters and tries to stall when stationary and idling in drive and neutral

I'm trying to run down the list of potential issues my old girl has. Whenever I set the transmission to drive or neutral, after 10 or so seconds of coming to a stop and idling she starts dropping revs and revving up. Stabilizes when I give it more gas. It doesn't have this issue when I have the transmission in park, idles fine then. I'm hoping there's a potential solution to this beyond getting transmission repairs, so if any of you guys have suggestions I'd like to hear them.

She's a 2000 SE if that helps.

UPDATE:

Does it in park.

UPDATE 2:

Turns out the air filter failed spectacularly and was choking the engine intake.

How does it do when driving? Any check engine light on for a misfire? Doesn't sound like a transmission issue, more like a misfire/distributor issue.

It drives well enough, though a little rough. And you're right on it not being a transmission issue, as it stuttered when in park. I don't get a CEL when it does it though.

General update. I'm mildly retarded for not checking my intake.

Air filter is very broken. That's probably what's causing the issues.

That very well could be. A large vacuum leak like that would give you a bad idle for sure.
