Some use plasti dip, because if you don't like it, it comes off so easily. Then Bed liner in a can, or some other automotive paint.

But plasti dip is really nice because it is so easy

i use rusto primer and satin black. i think the plastidip scratches to easy just my opinion. haven't had issues with the rusto other than them putting the tire on the wheel.

Most rattle cans will work very well, be they bedliner or regular, it is all in the prep work. I personally like an implement enamel, easy to touch up after I drag something across a rock and it holds up to the elements very well. It is all a personal preferance, some like plastidip, some bedliner,
Some rattle can, there is no real best answer. It is what works best for you, in your situation.

Best paint for wheels is spraymax 2k paint. Its sold in rattle cans but has a hardener thats released inside. Stuff is amazing. I used the hotrod black. Its kinda pricey but worth every penny.
