2004 Nissan xterra OBD2 port not getting power.....?

I am not getting power to the OBD2 port or the lighter fuse So I need to locate the wiring diagrams. I tried looking in the factory service manual, but was unable to find it. So perhaps someone can tell me what page it is on or if there is another diagram available. I looked in the Haynes manual but could not find it either....?

Data Link Connector is the name of the OBD port in Nissan speak. That doesn't look like the right diagram for a 2004 X though.

This is what my 2004 FSM says. Fuse 11 (top, column 3) and 26 (two down, far right) of the inside fuse box.

I was looking at the power supply routing I am unable to find the data link connector. I did notice that cigarette lighter is connected to fuse 31 in the engine connector. I don't believe this is the problem since my USB charger is working. Going to check the ground to the engine compartment fuse block tomorrow.
