Side to side sway after shock replacement

I thought about this one for a bit and did some head scratching before posting.

Environment:
Truck will sway side to side ( like if someone is jumping/rocking the truck on the side steps) any speed after 45mph on the freeway. Will sway like blow shocks or feels like a huge Cadillac.

current status:
shocks were replaced 2 weeks ago with Monroe-Matic plus shocks (standard height). ball joints and control arms bushings were replaced a week prior of shocks. No front nor rear sway bar (bought truck with both damaged). Tire rotated 2 weeks ago. Rear suspension is fine ( leaf pack in great shape with no broken leafs) No spacers on wheels.

Before I replaced shocks, the side to side sway didnt occur.

Alignment is within specs (was checked yesterday at American Tire depot). Torsion bars were adjusted back to factory level/height.

Now, I understand without sway bars this can occur, BUT the sway can't be felt on steering wheel (body roll) but I can let go of the steering wheel briefly at highway speed and wont change its course of direction. side to side will still occur. Could this be a case of bad shocks or am I missing something.

Note added:
When my X was bought, rear sway bar was broken. Front mounting points (on crossmember) both were smashed and beyond repair.

could be that the Monroe shocks don't have enough rebound damping? or they could be junk right out of the box. believe it or not I've seen that before. Have you done a bounce test? I'm running no rear sway bar, PML + ADD with Rancho 9000s. there is more body roll than stock but it is manageable. being able to adjust the damping when I'm loaded up for a trip vs just running around town actually makes a difference.
